The State would reimburse municipalities for the deferred taxes and acquire a lien on the property to collect what is owed when the property is sold or otherwise transferred.

Has this bill been signed into law as of 4/18/08 ? Seems like the state will incur at least several $million additional annual debt if this is signed into law. Will the homeowner be charged interest?
